Breaking news from my buddy at the EDM: Evidently the water at the dam is low, so they are having production problems. (How exactly this squares with earlier explanations that they were fixing/replacing something, I have no idea.) If they ran the plant 24/7, the water level would soon get too low to generate any power; by not running it for extended periods, they let the water level get high enough to provide power until it gets to the level where they have to shut it down again. I guess they're going to have to keep doing this until there's a surplus of water.
The rainy season should be in full swing by now, but barring 1 proper rain last weekend and some drizzling last night, it's been pretty dry. Access to resources is so tenuous in the 3rd world - a late start to the rainy season and voila! 1 capital city without electricity or water! (The water shuts off when the power's out.)
We all got excited on Monday thinking that this dust storm presaged rain (alas, it didn't.)
