Get your winter pants a little large so you can wear leggings under them.
2 layers of gloves: 1 soft and fuzzy 'inner' pair (preferably also long so as to fit under the sleeves of your jacket), 1 fleece/something stiff to block the wind 'outer' pair.
Long scarves = you can wrap them around your head/ears under your helmet and have enough length left to wrap up your neck too.
Long-enough top layers = no icy gap between sleeves and gloves at wrist, no icy and irritating gap between top of pants/skirt and waist of shirt.
Shoes: Trust me, just putting socks on w/ your summer/fall shoes won't work**. Get stiffer, wind-blocking shoes.
* Amateur & commuting/quotidian biking only - those people that bike for exercise/competitively are a whole different question.
** I can speak definitively on this b/c I made this mistake this morning.
